Nocte society calls for dialogue with outfits, questions Govt silken on Tirap
ITANAGAR, Mar 14: Society for Promotion of Nocte Indigenous Culture (SoPNIC) said
that it is high time that state government started a dialogue process with the outfits
operating in Tirap-
“The government cannot and must not continue to ignore the burgeoning problem. With the problem still unaddressed, developmental activities in Tirap have come to a screeching halt”, it said while adding that whenever there is firing between the two factions or army operations, leaders of all hues and heads of work departments run away, leaving the common people to fend for themselves” it said.
Needless to say such practice only aggravates the problem as no one is left in the district to address them, it added.

While urging the NSCN (K) to withdraw the letter and request it to resort to other
democratic means to hammer out the differences if any amicably, the society said
that the letter sent by NSCN (K) asking the elected leaders of Tirap-
This letter has done what killings, kidnappings, extortions etc in Tirap district for the last many years could not do. It has awakened the conscience of the people of the state at long last. The strongly worded letter has shaken and trampled the very foundation of our democratic setup, it said.
The Society said that whether the letter is authentic or not, it is for the government
agencies to ascertain while adding that what is more than authentic is that Tirap-
“However, too our great chagrin and utter dismay, successive governments maintained stoic silence and acted as if nothing had happened. Countless loss of life of innocent civilians in Tirap district over the years failed to awaken the government of the day from its slough of despondency. Today things have come to such a pass that elected leaders are being threatened. They say if one plays with fire his hands would be burnt someday” it added.
The common adage that says ‘uneasy lies the head that wears the crown’ is aptly applicable to the elected leaders of Tirap–Changlang for they are unfortunately faced with a peculiar problem wherein though being in power they feel powerless, it said.
The society said that “in this dark hour of profound crisis we stand by our leaders as we have ‘democratically’ elected them. Our sympathies are with them. Like us our elected leaders must also be sensitive to our problems in predicaments”.
“Why they kept tight lipped recently when there were firings between the two factions in Tirap, throwing the lives of civilians at great peril, is shrouded in mystery’ the society added.

144 Cr PC imposed in Lower Diang Valley
ROING, Mar 14: The Deputy Commissioner cum Chief Judicial Magistrate, Lower Dibang Valley District has imposed 144 Cr PC in the district.
This has been imposed to diffuse the tension that was mounting due to economic blockade

In a separate Executive Order, the District Magistrate has declared the economic blockade illegal as per provision of section 145 Cr PC as it has disrupted the supply of goods including essential commodities and is likely to create problem in the maintenance of public tranquility and peace, according to a report from DIPRO.

The protestors are demanding that complaint against the three individual be withdrawn.

ITANAGAR Mar 14: Recent clashes between various factions of NSCN in Tirap district and subsequent threat letter by NSCN(K) urging legislators of Tirap and Changlang to withdraw from Dorjee Khandu led government has put a question mark at the security preparedness of Arunachal Pradesh.
For any law and order problem the first line of defense is state police. It is the duty of state police to protect right of citizen to have a peaceful life.
However Arunachal Pradesh Police (APP) is short of man power and ill equipped. State
like Arunachal which is dealing with problems like insurgency, refugee, illegal migrants
and border conflict it is quite shocking to know that APP is battling with dangerous
shortage of man power. APP has only two battalions of civil police and 3 battalions
of IRBn. To make matter worse most of these police personnel are either used for
VIP security or to man traffic. Most of the IRBn personnel are given military training
but are used as traffic policemen, which is utter waste of money invested in them.

In this situation, Arunachal Pradesh government is totally dependent on paramilitary and army to tackle law and order issues. In the entire state Assam Rifle has 16, CRPF 20, SSB 2 and ITBP 2 companies deployed. Add to it Indian army is also involved in counter insurgency operation and has presence in large part of state. Central government is planning to raise mountain division especially for Arunachal keeping in mind the Chinese threat. However central government need to make sure that Arunachal is not militarized with pouring in of military men in large scale. Experiences of states like Manipur, Nagaland and Kashmir tells that conflict arises between citizen and military because of the heavy militarization. Often citizens of these conflict states complain that military personnel commit human right violation. Lack of knowledge about local culture and tradition also create lot of misunderstanding between armed forces and local citizens.
In such situation, state police has important role to play. Being accustomed to custom and tradition of locals, they can deal with issue in better way.
In Tirap and Changlang, if situation are to be brought under control state police
has major role to play. Government should increase their strength and police need
to be well equipped to counter the insurgency group. For a tribal state like Arunachal
presence of large number of military personnel is not good. Unique tribal culture

Dibang Valley gears up for Monsoon
Anini, Mar 14: Calamity’s favorite district, Dibang Valley is preparing itself for the upcoming monsoon season.
Addressing a meeting of District Disaster Management Committee (DDMC) Deputy Commissioner of Dibang Valley Abu Tayeng, who is also the chairman of DDMC on 9th March dwelt at length about need of preparedness to tackle probable disaster/natural calamity which may come along with the onset of monsoon. “We cannot stop disaster from occurring but awareness and little preparedness in this regard will help to reduce the impact to a large extent”, he said.
Basing on the past year's catastrophe in the district, Chairman further instructed DF&CSO to be prepared with buffer stock of the ration commodities to meet up with any kind of eventualities. He further directed the district hospital authority to ensure availability of sufficient life saving drugs esp. anti venoms keeping in concern record cases of snake bite during the monsoon season and other medical equipments to counter any untoward and unseen situations.
Further, DRRO was also instructed to conduct preliminary survey to locate vulnerable points and flood prone areas, and their distance from the Hq and to list out the available resources of the district.
Committee also reviewed District Disaster Management Plan effecting necessary amendments. It was decided to conduct awareness campaign on disaster management at village, circle and district levels. Hoardings reflecting Do’s and Don’ts during the time of natural calamity will also be put up at places as a part of awareness campaign.
It was also decided to set up a joint control room in the district hq. as well as a wireless communication centre at Arzoo circle hq.
All HoDs, HOOs and Other officials were directed to take precautionary preparation by stocking up essential commodities, Medicines(first aid) and other requirements. (DIPRO)
Power supply restored in Pasighat
ITANAGAR, Mar 14: The Pasighat Electrical Division (E) has informed the East Siang deputy commissioner that the power department has taken all necessary initiatives to keep the power line functional.
Giving details of the cause of power disruption and restoration of supply line, the

The letter further informed that line tripped at 8.03 PM due to falling of tree near 14thMile on March 12 and it was also restored. Similar fault had occurred near Tarak and a contingent from Pasighat was deployed to restore the line on war footing. The line was finally cleared at March 13 after noon and is running uninterrupted till date.
ITANAGAR, Mar 14: District Consultative Committee Meeting of Lohit district reviewed the performances of various Govt. Sponsored schemes at Tezu on March 09. It was observed that as against a target of 60%, CD ratio in the district was 21%.
Achievement under priority sector lending was 39.08 % against a target of 40%, achievement
under agriculture lending was satisfactory at 23.15% against a target of 18%. The

UBI, Namsai disbursed all the 08 sponsored application with an assistance of Rs. 1.60 lakh. It was indicated by the banks that remaining sponsored proposals would be disbursed before 31 March 2011. Further, against the physical target of 1700 under KCCs, only 742 KCCs have been issued so far with a loan assistance of Rs.199.91 lakh. Under SHGs, against a target of 30 SHGs, the achievement as on 31.12.11 was 16 in number under credit linkage with Rs. 5.05 lakh and 15 SHGs were linked with savings.
The DC R. K. Sharma chaired the meeting which was attended by NABARD, Govt. Officials besides representaives from SBI, APRB and APSCAB.
Sharma expressed his concern over the low CD Ratio in the district. He advised the banks to disburse all the pending loan applications before 31 March 2011 so as to improve the CD Ratio. The LDM also advised the banks to achieve the target under ACP by 31 March 2011.
S. Mazumder, Manager, NABARD advised the banks to issue KCCs as per the target assigned in the district with the assistance of farmers clubs. He also indicated that RBI and NABARD have given top priority for achieving financial inclusion in the state. As such, steps should be initiated by banks for achieving greater financial inclusion which was indicated in the workshop held last year. Further, the BDOs in the district have been advised to keep in touch with the Department of Women and Child Development for the formation of SHGs under State Micro Finance Vision. The LDM assured to achieve the target assigned in the district by 31 March 2011.

Free the farmers from manipulators
Dear Editor,
The first and prime reason of the rising essential commodities is because we created a commodity exchange. The market can manipulate within hours according to its own wish. It has nothing to do with our production, distribution, monsoon and other factors. Indians tears are the stock and commodity exchanges. Gamblers and fixers decide the market now with the whole hearted support of the govt. It is lucrative and risk free business for mafias to engage in such activities. India’s biggest mistake is that we opened door for the manipulators. At the time, small and genuine investors, traders, businessman, and all other sections of society imposed with various taxes, duties and finding it difficult to survive due to license and permit raj. The double standard is clearly visible.
The inflation can be controlled to the large extent if the govt. give full freedom to farmers to sell their agricultural produce anywhere in India without any restriction and ensure free movement without taxing the same. All the agricultural produce is controlled by market forces and other rich and traditional traders. The prices of goods are decided by these individuals. They create the artificial shortage and price rise. The farmers cannot sell their agriculture produce directly due to different reasons. The real farmers are getting 1/3rd of the price. Rest of the profit is swallowed by the middleman and traders only. We are witnessing farmers’ death across the country. Govt. has no concrete action plan to stop the suicides. At the end of the day, what the govt. need to do is to liberate the middleman and traders in manipulating the food grain and other agricultural produce prices. The farmers could sell their produce without the support of APMC market. The farmers have their right to sell, load, unload and transport the goods at any destination and the govt. will not restrict the movement from one dist. to other dist. one state to other state. Minimize and exemption of toll tax and other taxes when a small farmer move their product to other location. It will really help the actual producers to sell the produces directly to consumer and both benefit each other without middleman support. The govt. should try to create such a mechanism at the earliest to liberate the farmers from the clutches of middleman. The existing commodity exchange only benefits these traders and not the farmers which need to be noted. By stocking in godowns, the manipulators create artificial price rise and then it encourage black marketing.
The high inflation can be fully controlled if the govt. and the concerned authorities make proper check on the market and raid various godowns across the country.

Formalities were cleared as required
Dear Editor,
This is in response to letter published in your daily dated March 10, by one Goda Madu, where he raised questions regarding handling of compensation by district administration of Papum Pare.
First of all more than 3 months was required to carry out physical ground assessment after the sanction of DPR from ministry concern. The assessment team left 7 am in the morning and return back 6pm in the evening from physical verification and assessment in presence of the respective land owners along the entire stretch of proposed Trans Highway from Pappu to Potin, despite inclement weather and having done overtime duty only to make this dream project a success. After that, 7 days period was given for filing claim and objection and hearing was conducted from those who filed claim and objection and accordingly it was disposed off. It was well publicized in newspapers informs of advertisements.
If these are not the formalities for handling of land acquisition cases and subsequent release of compensation then, does Mr. Goda Madu, have any other formalities left with him? If so, then please tell us. Reasonable opportunity and time had been given to affected land owners.
All the 602, affected land owners from Pappu in capital complex to Potin in L/Subansiri had received their compensation for land and assets by signing land transfer certificate in presence of judicial magistrate free from encumbrance. The assessment was done in presence of concern land owners and they have sign the field survey book also. Except for few land owners who were absent like him Madu during assessment day only trying to create problem later.
Trans¬Highway is a special project under PM's package. It is a time bound and national
project and can't be delayed because of few disgruntled persons like him, who are
against development and welfare of state. They want road but don't want to spare
an inch of their land for public purpose. The reader may know that the total sanction
amount for Papu-
He claimed to have a plot of land at Pappu Nallah, which falls under govt. notified
land for Itanagar capital complex at chainage no KM 0.636 to 0.650. Since there is
no norms for making compensation payment for land falling under the notified govt.

Lastly, why he is crying for justice and threatening to seek justice from Central Vigilance Committee? I will suggest him that instead of going to CVC, which is far away at Delhi, why don't he knock the door of honorable High Court, which is at his footstep at D' Sector Naharlagun, if really injustice had been meted out to him by district administration?
We are always ready with our up to date documents in this age of RTI. At the same time I would like to request all the 602 affected land owners that whoever had felt that injustice had been meted to him during handling of compensation, they are at their liberty to seek justice from honorable court instead of writing through media as we are tired of giving repeated clarification and a layman might think us to be corrupt officer through your writing.

The roads that needs security
Dear Editor,
One of the news items that caught my attention was the case of Goimaara massacre. It certainly must have come as a relief for the family of the victims, although temporarily. The NES and ANSU deserve appreciation for their efforts. But we expect a lot more from the Government of Arunachal Pradesh; they cannot simply shy away from the incident after donating the paltry sum. It is just a lure to cover up the raw wound underneath. The unfortunate incident is not an isolated one. The stretch of Pot holed pathway 'probably a road' between Itakhola and Seijosa has witnessed several similar incidents in the past.
The Government of Arunachal should seriously take up the matter with their Assam counterpart and deploy paramilitary or military patrolling along the stretch. The sooner the better, till then the poor travelers can continue gambling their life on the mentioned stretch.

We have a long way to go
Dear Editor,
In a heated debate on whether our state's infrastructure have achieved an up to mark level of development in its 25th statehood span organised by Arunachal Pradesh Students Union, Delhi recently to commemorate the 25th year of statehood, I was vexed with the result of the debate that went in support of for the motion speakers.
It is understandable that our state cannot achieve sky scraper development in a span of two and a half decade also considering its history. But it is a general truth that our infrastructure has not reached the required minimum level.
In fact if we draw a close comparison between other state's like Mizoram who also got her statehood in the same year, the truth is laid bare.
Speakers speaking for the motion confidently argued that minimum level of infrastructure i.e. health,transport,communication education etc have been achieved. But everyone in Arunachal is pretty aware of the ground realities of frequent power cuts, worn out roads without street lights and footpaths, education left to the discretion of the teachers with few elite schools establishing monopoly etc. To put it precisely I am just not convinced that our infrastructure has reached an up to mark level of development.
